Mayor O’Dell called the meeting to order at 7:00 PM and declared a quorum was present.

The minutes of May 11 were accepted, as presented, by acclamation.

May 2010 financial report was reviewed. Report was accepted by acclamation.

Avoca Fire & Rescue

Bowen presented Fire Chief Elliott’s report dated June 8. Elliott has contacted Red Cross concerning making the community room an ‘emergency shelter’. Linda Morgan, American Red Cross, has completed a shelter facility survey; local, volunteer workers during emergencies are needed, along with training; meeting to set policy for the shelter to be organized; thermal image camera, funded with grant, will be ordered in the near future; ISO survey has been completed and forwarded to their home office, for review. Results will not be known until the home office releases the information; June 19 is annual BBQ; Rachel Ernst, secretary Avoca Fire & Rescue, is still searching for a drink/snack vending machine, to be placed inside the park pavilion.
Council suggested a sign up for volunteer emergency shelter workers be placed at the annual picnic. Bowen to contact Avoca Fire & Rescue and relay suggestion.


It was reported the transfer of our area’s emergency medical services from VAS to NEBCO VFD is still progressing.


Larry Slingsby, zoning official, reported no building permits have been issued in the past month. One issue he has questions about, concern parking on the grass, in residential areas. Council agreed the entire town needs to be driven/canvassed to get an idea of how many residents do indeed park on the grass. A blanket letter addressing this particular issue needs to be drafted by the zoning official and approved by council or mayor and recorder-treasurer. Personal contact should be made with violators and a letter and a copy of the zoning ordinance given to them. Official letters should then be sent to those that do not take corrective action on their own.

The planning commission’s next meeting is scheduled for June 29.

Committee Reports:

Spring Clean-Up was held Saturday, May 15th. 9.02 ton of bulk waste and approximately 42 passenger tires were collected. Good turn out.


Mayor O’Dell reported the flow devices in the north ditch line on BC 74/Woods Lodge Road seem to be working. More devices need to be placed further down the ditch line. Ald. Hansen expressed some concerns.

Mayor O’Dell has not contacted Benton County road department to see when they will clear the trees, install the concrete whistle and do other necessary work on BC 74/Woods Lodge Road.

No report on looking into a sand/salt spreader.

Street and traffic lights – all in working order

4. Park

A. Veteran’s memorial – Mayor O’Dell reported the dedication will take place Saturday, September 18th approximately 10:00 – 1030 a.m. Color and honor guard will be in attendance.

B. Ald. Hansen reported the mulch has been ordered and should be delivered around the 10th of June. Logistics of unloading 8 ton of mulch and getting pallets to playground area are being worked out.

C. Mayor O’Dell reported he has made Benton County Water aware the drainage is wrong and the Town is not happy with the work they had done on the ditch line on the south end of the park.

5. Town web site – Bowen reported a project she will start working on is getting Town Ordinances on website.

6. Farmer’s Market – no report


Business Permits

1. Bowen reported she has made contact with Mr. Joe Luper concerning his need for a business permit at 849 Old Wire Road. Mr. Luper is renting building from McClelland & Sons and is aware the Town has asked McClelland to clean up property. Mr. Luper will voluntarily relocate, if McClelland & Sons do not comply with Ordinance No. 80. Bowen agreed with Mr. Luper to wait until July 5, before applying for a business permit.

2. Roy Henson, Avoca Railroad Auction, was issued a business permit for his business located at 109 W. Rose.

3. Steven Skinkis, S & S Auto Repair, has inquired about a business permit for 102 W. Rose. Permit pending upon receipt of sales tax number.

Building permits

Unfinished Business:

1. Municipal court and police department – no report

2. Unsightly conditions –

A. McClelland & Sons, Inc. – McClelland & Sons have been sent a registered letter to have property brought into compliance with Ordinance No. 80 by July 5th. Letter was received and signed for on May 21st.

B. Bowen to make contact with Superior Dock, Mike Hartwig, Bray family and Maria Magana concerning properties that need mowed.

3. Vacant trailer off Russell Road – no action taken

4. Bowen reported she will look into ordering the stenciling for “In God We Trust”.

New Business:

Bowen reported on information she has gathered from various towns/cities in the state concerning the details of business licenses/permits. Bowen to compile information, for Council’s review.

Bowen presented to the Council, as requested in December 2009, a preliminary, current fixed asset report. Bowen reported the report is fairly accurate, but an inventory of assets has not been bumped against report.

Monies received from security deposit and rental of ‘Rose Street Warehouse’ to be deposited into General Money Market account.

Ald. Hansen, seconded by Ald. Pinkley, moved the meeting be adjourned at 9:05 PM. All approved. Motion carried.
