Town Meeting Minutes

July 8, 2014, 2014 - 7:00 PM

Present: Mayor Thomas O’Dell, Recorder-Treasurer Diane Bowen
ALD: Jordan Sullivan, Nanette Barnes, Darlene Gregory, Dennis Pinkley, Kathleen Eversole

Mayor O’Dell called the regular meeting to order at 7:00 PM and declared a quorum was present.

Pledge of Allegiance.
Moment of silence.

Added to agenda: Park – b. Lighting – park west pavilion

The minutes of June 10 were approved, as corrected, on a motion by Ald. Eversole, seconded by Ald. Barnes. All approved. Motion carried.

June 2014 financial report was reviewed and approved as presented, by acclamation.

Avoca Fire & Rescue

a. Bowen reported, according to Jeremy Metcalf, the State has received the GIF Fire Protection Grant application, in the amount of $44,345, and all was in order.

    1. Planning commission chairman Sullivan reported the commission met June 24. Landscaping rules and regulations were tabled; live fire simulator was turned down; Hoss Cameron was in attendance concerning business directional signs.
    2. Planning commission committee meeting is scheduled for July 22 at 6:30 PM.


    1. Larry Parrish reported he has drafted the base letter that will be going out to residents that are in non-compliance with the zoning code, concerning inoperable vehicles. He is still concerned with the responses he will get concerning other problems in Town, concerning vehicles. Mayor O’Dell volunteered to talk with Mr. Kimball concerning his property and report back to the Council.  

Committee Reports:

1. Clean-Up – will be in the fall

2.  Streets

    1. Truck is expected in at any time.
    2. Ald. Sullivan reported Eagle Body can do an 8’ flatbed; 15” sides for $2750 installed or same size with hoist for $5100 plus tax. Bowen reported Rick Austin estimated cost for 8’ flatbed with stake side at $2500 plus tax. Adding hoist would almost double the cost. Ald. Sullivan, seconded by Ald. Pinkley, moved the Town go with stake sided dump bed. All approved. Motion carried.

      Ald. Gregory, seconded by Ald. Eversole, moved the Town purchase bed and hoist from Eagle Body installed. All approved. Motion carried.

    3. The need to get the storage completed for salt and sand was discussed. Using the town bays on the east side of the bull pen was discussed. Bowen to ask David Olson to contact Mayor O’Dell, concerning the project.
    4. Removal of trees and limbs hanging over Russell Road has been completed.
    5. Bowen reported she has the footage and average width of Main and Oak streets. She will work on the specs and have Ald. Sullivan and Mayor O’Dell review, before advertising for bids.
    6. Mayor O’Dell reported he will be closing W. Orchard within a week to ten days. Stated Town will not be billed.

3.  Street and Traffic lights

a. Bowen reported she had called in to report the street light is out on Dancer Road.

4.   Park

    1. Bowen reported Rick Austin has never made a bike rack, but could try with a picture. Mayor O’Dell suggested we use the fencing we have on hand that was used around the memorial and adding ‘stagecoach’ spokes on the ends.
    2. Apple Shed recipient was decided on by Council.
    3. Bowen to see if Doug McDaniel still does electrical work, if so Mayor O’Dell to contact him concerning putting us dusk to dawn lighting in the pavilion in Park West. David Connolly was also suggested as an electrician.

Business Permits

    1. Bowen reported the Secretary of State’s office shows Benton County Water District #1 as a non-profit business.

Building permits

    1. Dollar General – 245 N. Hwy 62
    2. Kathy’s Fireworks – 483 Hwy 62
    3. Boat Dock Services – 839 Lester Lane

Unfinished Business:

    1. No report from Chief Martinez concerning J & S Auto.
    2. Bowen reported she has not sent a letter yet to Brian and Terra Mencl concerning the ongoing unsightly/unsanitary conditions on their property at 309 Sheppard Road.

New Business:

    1. Bowen to get copies of Benton County’s Ordinances concerning both vicious and exotic animals to the Council for their review.
    2. Procedures for Development of State Aid Construction Projects for Cities – Ald. Gregory to work on letter to the State for Mayor O’Dell’s review and signature. Town will ask for aid on the erosion problems on Rader Road and BC74/Woods Lodge Road.
    3. Municipal Candidate Filing packets were handed out.
    4. Bowen reported the issues concerning railroad property/easements are still in Railroad’s attorney hands.
    5. Directional signs for businesses in Town were discussed.
    6. Ald. Sullivan, seconded by Ald. Eversole, moved the issue of Diane Bowen’s vacation be tabled. All approved. Motion carried.

      Ald. Pinkley, personnel chairman, to review the issue and report back to Council.

Bowen reported she will be off Thursday, July 10 and Monday, July 14.

Meeting was adjourned at 8:30 pm on a motion by Ald. Sullivan and seconded by Ald. Eversole. All approved. Motion carried.
