Town Meeting Minutes

December 9, 2014 - 7:00 PM - Regular Meeting

Present: Mayor Thomas O’Dell, Recorder-Treasurer Diane Bowen
ALD: Jordan Sullivan, Nanette Barnes, Darlene Gregory, Dennis Pinkley, Kathleen Eversole Zoning Official Larry Parrish

Mayor O’Dell called the special meeting to order at 7:00 PM and declared a quorum was present.

Pledge of Allegiance.
Moment of silence.

The minutes of August 12 were approved by acclamation. Minutes of special meeting held August 19 were approved, as amended, by Ald. Barnes and seconded by Ald. Sullivan. All approved. Motion carried.

August 2014 financial report was reviewed and approved as presented, by acclamation.

Avoca Fire & Rescue

No one from the fire department was present. Bowen reported the $3000.00 budget allocation was sent to the fire department.

NEBCO EMS

Kara Funk, NEBCO, had another meeting and had to reschedule again. Bowen reported, according to Kara, NEBCO EMS should receive $95,000 from the County in 2015. Their plans are to purchase their second ‘auto pulse’ for $15,000; 2 new heart monitors and battery for $65,000 and a power cot for $15,000. In 2014 their received a new ambulance from the County ($90,000.00). They now have 2 new 4-wheel drive ambulances and they plan on adding an additional EMT three days a week. She also would like the Town to consider NEBCO EMS in their 2015 budget, to be used for education.

Planning/Zoning

Planning

    1. Ald. Sullivan reported the planning commission will have a special meeting on Thursday, December 11 at 7:00 PM. Mr. Mathias has requested a variance for lot size and a lot split at 300 E. Rose Street. Changing the duplexes to single family homes, the size of the lots and the septic systems were discussed. Bowen to contact Mr. Mathias to request he bring all information concerning the septic system(s) to the scheduled planning commission meeting.

Zoning

    1. Larry Parrish reported the last two cars that have been on his list should be removed from Mr. Haws’ property by January 1.

Committee Reports:

1. Clean-Up – Next clean-up will be in May.

2.  Streets

    1. 3 sided carport is still on order.
    2. APAC will try and get the asphalt laid on Rose Street as soon as possible, so the dirt work that has been done does not deteriorate. Overlay on Oak and Main will probably not be done until spring.
    3. Ald. Sullivan reported Alvin Brewer has started on Rader Road and from what he can see, he is doing an excellent job.

3.  Street and Traffic lights

a. Street light is out on Rose Street close to the duplexes.

4.   Park

    1. Bowen to contact Rick Austin concerning the bike racks.
    2. Park committee to schedule a meeting in January to work on rules and regulations for Steam Whistle Depot property.

Unfinished Business:

    1. Mencl property at 309 Sheppard Road was reviewed again. It was the consensus the property is looking worse. There are tires piled; a large dumpster on the property along with trash building up again. A letter to be sent to the Mencl’s concerning the unsightly and unsanitary conditions.
    2. A motor home is on the Stewart property. Zoning Official to look at property and let Benton County Water know if there is a water hose connected to the motor home and report back to Council. Other properties in the same area to be looked at.
    3. Bowen reported she has not called Multi-Craft Contractors (MCC) back concerning the air condition/electrical issues. Bowen to contact them.
    4. Bowen reported she has not ordered the water fountain.

New Business:

    1. Ordinance No. 100-14 was introduced and placed on its first reading by a motion from Ald. Sullivan, seconded by Ald. Pinkley. All approved. Motion carried. Ordinance was read in its entirety.
    2. Ald. Barnes, seconded by Ald. Gregory, moved the first reading be approved. All approved. Motion carried. Ald. Eversole moved the rules be suspended and Ordinance No. 100-14 be placed on its second reading by title only. Ald. Barnes seconded the motion. All approved. Motion carried.

      Ordinance No. 100-14 was read by title only. Ald. Pinkley, seconded by Ald. Gregory, moved the 2nd reading, be approved. All approved. Motion carried. Ald. Sullivan, seconded by Ald. Eversole, moved the rules be suspended and Ordinance No. 100-14 be placed on its third reading by title only. All approved. Motion carried.

      Ordinance No. 100-14 was read by title only. Ald. Barnes, seconded by Ald. Gregory, moved the third and final reading be approved. All approved. Motion carried.

    3. Resolution 05-14, a resolution adopting a general pay scale schedule, was introduced and read. Resolution 05-14 was approved with addition of “employee must work 1248 hours annually to qualify for vacation” on a motion by Ald. Gregory. Ald. Sullivan seconded the motion. All approved. Motion carried.
    4. Resolution No. 06-14, a resolution appointing an attorney for the Town of Avoca, was introduced and read. Ald. Sullivan, seconded by Ald. Eversole, moved Resolution No. 06-14 be approved. All approved. Motion carried.
    5. Bowen presented the 2015 budget worksheet. Council reviewed and made several adjustments on expenditures. Bowen to make adjustments and have ready for January 2015 meeting.

Meeting was adjourned on a motion by Ald. Sullivan and seconded by Ald. Eversole. All approved. Motion Carried.
