Minutes of Special Meeting

ALD: Nanette Barnes, Kathy Hansen, Jay King, Dennis Pinkley, Darlene Gregory
Absent: Mayor Jordan Sullivan

Acting Mayor Bowen called the meeting to order and said the special meeting was called to review proposed 2016 budget and to discuss the absence of Mayor Sullivan.

The line items on the proposed estimated revenues for the 2016 budget were reviewed. No adjustments were made and the total 2016 estimated revenue available in both the general and street funds total $970,840.

The line items on the proposed estimated expenditures for the 2016 budget were reviewed. The following changes were made.

General Fund

    1. Added a line item for special project/sign (welcome/Avoca) in the amount of $40,000.
    2. After reviewing the 2015 general pay scale schedule the following adjustments were made based on ‘years in position (experience)’:

    1. Increased administrative assistant salary $2.00 beginning January 1 2016.
    2. Increased labor $2.00 per hour for David Olson and Larry Parrish for park ground maintenance beginning 3-15-16, per 2015 general pay scale schedule.

      The following changes were made to the general pay scale schedule:

    1. Increased compensation for council meeting attendance to $85.00 per meeting, which will affect council attendance; Mayor salary line item.
    2. Increased compensation for planning commission meetings to $75.00 per meeting, which will affect zoning & planning commission line item.
    3. Committee meetings to increase to $75 from $65 which can affect park; zoning and planning, etc.

Street Fund

    1. Increased projected asset expenditure from $10,000 to $15,000.
    2. Increased labor $2.00 per hour for David Olson and Larry Parrish for labor, brush hogging line item beginning 3-15-16, per 2015 general pay scale schedule.
    3. Ald. Hansen, seconded by Ald. Gregory, moved the changes and adjustments made in the summary of estimated expenditures in the General and Street funds be approved as discussed. All approved. Motion carried.

      Resolution 05-15, a resolution adopting the 2016 budget for the Town of Avoca, was read. Ald. Hansen, seconded by Ald. Barnes, moved Resolution 05-15 be approved. All approved. Motion carried.

      Acting Mayor Bowen reported she had talked with Mayor Sullivan concerning the amount of time he has been unavailable to fulfill his duties. He is hoping to have his surgeries and be back in Avoca around April. Bowen also discussed with him how Ald. King has stepped up and is readily available to sign checks, go and look at issues that come up, etc. and thought he should be compensated for his time. Mayor Sullivan agreed.

      After full discussion, Ald. Hansen moved in the interim, until Mayor Sullivan comes back and returns to his normal duties, the Mayor’s budgeted monthly allowance be paid to Ald. King. Ald. Barnes seconded the motion. All approved. Motion carried.

      Ald. Pinkley questioned whether we could legally do that and if it would affect an audit. Bowen to contact our attorney to see if we can.

      Ald. King agreed if he could take some work off Bowen’s plate and add value he would be more than happy to fulfil those duties.
