Council met with Olsson and Associates at 6 pm to discuss their 'letter agreement for professional services'.

Mayor Sullivan called the meeting to order at 6:30 pm.

Agenda changes were made - under parks e. swings and f. hydration station was added. and under new business 3. Change in email was added.

Howard Slinkard introduced Mike Bearden as his replacement. Howard Slinkard is retiring after the 1 st of the year.

Minutes ofNovember 2, 2016 meeting were approved on a motion by Ald. Gregory, seconded by Ald. Hansen. All approved. Motion carried.

Financial report from November 2016 was approved, as amended, with a motion by Ald. Gregory and seconded by Ald. Hansen. All approved. Motion carried.

2017 Budget special meeting will be held Thursday, December 15, 2016 at 6:30 pm.


Rob Taylor and Kara Funk updated the council on NEBCO's 2016 and plans for 2017.

Avoca Fire & Rescue

1. No report



    1. Planning commission Ald. King

      1. Bike/ped plan — Individual Community Action Plan was presented to the council for approval. Pictures on the cover and on page two will be corrected to show Avoca. Ald. Hansen, seconded by Ald. Pinkley, moved to accept the Individual Community Action Plan. All approved. Motion carried.
      2. Planning commission is working on master street plan.
      3. Changes to zoning code A public hearing is needed before any changes to the zoning code can be presented to the council.
    2. Zoning and code enforcement
      1. Code enforcement —job description - on hold
      2. Mayor Sullivan inspected the McFann property at 502 Sheppard Road on December 5. He reported they have made progress on cleaning up property.

Committee Reports:

    1. Saturday May 13, 2017
    1. Transportation Alternatives Program (TAP) grant update — To date, required paperwork has been submitted for the Avoca Heritage Trail grant.

      Mayor Sullivan read Ken Shaner's proposal for architectural services for the new section of Avoca Heritage Trail. Construction drawings and specifications — 65 - 80 hours; bidding and awarding of contract 20 - 28 hours; construction verification - 24 - 30 hours. Fee of $110.00 per hour plus expenses will be billed at cost plus 10%. A motion by Ald. Hansen, seconded by Ald. Gregory, to accept Mr. Shaner's proposal for Avoca Heritage Trail was made. All approved. Motion carried.

    2. State Aid — Spring 2017 — No update
    3. Tree Cutting Bids — Mayor Sullivan received three bids. Ald. Hansen moved to accept Charlie's Tree Service bid in the amount of $2000 plus $60 per stump. Ald. Gregory seconded the motion. All approved. Motion carried.
    4. Grady Gann, Custom Pavement, has completed sealing the roads. Final cost was $16,300.
    5. Standard Specifications for Street & Drainage Construction — on hold
    6. Leaf vac is set up and is working well.

4.   Park - Ald. Hansen

    1. Steam Whistle Depot — no update
    2. Avoca 51 st birthday- March 2017 - on hold
    3. Monument restoration — Summer 2017 - on hold
    4. Rubber mulch — on hold until next spring
    5. Water fountain for humans and pets — Ald. Hansen will research
    6. Swings for park - Ald. Hansen will research

5. Personnel - Ald. Pinkley

    1. Bank signature cards — A motion by Ald. Gregory, seconded by Ald. Pinkley, was made to add Nanette Barnes to the bank signature cards on January 1 1 , 2017 and remove Diane Bowen from bank signature cards. All approved. Motion carried.
    2. Rec/Treasurer Bowen January 2017 salary — Diane Bowen and Nanette Barnes salary for Rec/Treasurer will be pro-rated. Bowen will be paid from January 1, 2017 to January 10, 2017. Barnes pay will stan on January 11, 2017.

Business Permits

    1. Business permit issued to Jeromy Stewart, 487 Highway 62, for a furniture/flea market store.

Building permits

    1. Toby and Bobbie Holman were issued a building permit for a new 1586 sf modular construction at 409 Sheppard Road.
    2. Toby and Bobbie Holman were issued a building permit for a 576-sfpole barn.
    3. Beaver Storage, 354 N. Highway 62, was issued a building permit for 6550-sf climate control storage building with office and lavatory.

Old Business:

    1. Ingram house at 114 East Rose has been torn down and cleaned up. Slab is still there.
    2. It was reported there are not as many animals at the property on Rose Street. Mayor Sullivan reported the town can regulate the animals and he requested a committee be formed with two members of the council and two members from planning. Ald. Barnes and Ald. Pinkley volunteered.

New Business:

    1. Olsson Associate's letter agreement for professional services for both Rader Road and Woods Lodge Road was in the amount of $22,000. A motion was made by Ald. Pinkley, seconded by Ald. Hansen, to approve Olsson proposal to do the study for Rader Road and Woods Lodge Road, up to a total price of $22,000 to be negotiated by Mayor Sullivan. All approved. Motion carried.
    2. Resolution No. 08-16, a resolution appointing an attorney for 2017 was read by Rec/Treasurer Bowen. Ald. Hansen moved to approve Resolution No. 08-16 appointing Slinkard Law Firm as attorney for 2017. Ald. Pinkley seconded the motion. All approved. Motion carried.
    3. Email — Nanette Barnes will change the name from W. Herb Hawkins to Town of Avoca.

Motion to adjourn meeting at 8:40 PM was made by Ald. Hansen and seconded by Ald. Pinkley. All approved. Motion carried.
