Present: Mayor Jordan Sullivan, Recorder-Treasurer Diane Bowen
ALD: Nanette Barnes, Dennis Pinkley, Darlene Gregory, Kathy Hansen, Jay King
Guests: Harry Simons, Rebecca Simons

Prior to council meeting, Mayor Sullivan swore Aldermen Barnes, Pinkley, Gregory and Hansen into office.

Mayor Sullivan declared a quorum was present and called the meeting to order at 6:30 pm

Mayor Sullivan stated the first order of business would be accepting the resignations of Recorder Treasurer Bowen and Alderman (Position 1) Barnes.

Ald. King, seconded by Ald. Hansen, moved to accept Bowen's resignation as Recorder - Treasurer effective January 10 after council meeting and accept Alderman Barnes resignation as Alderman position 1, effective immediately. All approved. Motion carried.

Mayor Sullivan nominated Nanette Barnes to fulfill the term of Recorder-Treasurer, vacated by Bowen. Ald. Hansen, seconded by Ald. Gregory, moved Nanette Barnes be appointed as Recorder-Treasurer. All approved. Motion carried.

Mayor Sullivan nominated Harry Simons to fulfill the term of Alderman Position No 1, vacated by Barnes. Ald. King, seconded by Aid. Hansen, moved Harry Simons be appointed as Alderman Position 1. All approved. Motion carried.

Mayor Sullivan swore Harry Simons into office.

Alderman Hansen asked that 'trees' be added to the agenda under parks. The minutes of December 13 were approved as presented.

The minutes of special meeting December 15 were approved as presented.

December 2016 financial report was approved as presented.

1. No report



    1. Planning commission Ald. King

      1. Ald. King reported the planning commission will meet Tuesday, January 17.
      2. There must be a public hearing to accept the Individual Community Action Plan before the Council can accept.
      3. Public hearing must be held before changes can be made to the zoning code.
      4. Master street plan to be on commission's agenda.
      5. A committee of 5 will be working on changes to zoning code concerning 'animals'.

Streets - Aid. Gregory
    1. Transportation Alternatives Program (TAP) grant update - To date, required paperwork has been submitted for the Avoca Heritage Trail grant. Hope to hear back from Ken Shaner in the next week or so.
    2. State Aid - expect work to be done in springStandard Specifications for Street & Drainage Construction - on hold

4.   Park - Ald. Hansen

    1. Steam Whistle Depot - will meet with Mr. Shaner in conjunction with TAP meeting
    2. Avoca - 51st birthday - Ald. Gregory volunteered to do the invitations; invite both businesses and residents; cake; open house; date - Sunday, April 2, 2017 2- 4 PM; "completing 50th year"
    3. Monument restoration - Summer 2017
    4. Rubber mulch - on hold until next spring
    5. Water fountain for humans and pets - Aid. Hansen will research
    6. Swings for park - on hold
    7. Ald. Pinkley discussed the possibility of lighting along Avoca Heritage Trail, since some of it will be running along the tree line. Ald. King to visit with NWA Regional Planning Commission concerning what different lighting systems are being used within the trail systems.
    8. Mayor Sullivan reported there are no surviving trees that were planted 'bare root' in the park.

5. Personnel - Ald. Pinkley

    1. Aid. Hansen, seconded by Ald. Pinkley, moved to increase mayor salary to $700 per month, an increase of $100 per month. All approved. Motion carried.
    2. Bowen will be filling in for Nanette Barnes January 25 and 26.

Business Permits

    1. Business permit renewals issued as of January 3, are Boat Dock World, Freedom Fire Pro, Good Wood, John Zito Landscaping , Wingate Outdoor Advertising and Wolfes Waypoint Marine.

Building permits

    1. Building permit issued to Handyman Connection for a 16 X 16 deck for Boat Dock World at 839 Lester Lane.

Old Business:

    1. Mayor Sullivan announced a committee was formed consisting of Dennis and Christine Pinkley, Jay King, Nanette Barnes and Mayor Sullivan. They will meet Tuesday, January 17 to discuss changes that needs to be made concerning animals and fowl.

New Business:

    1. Mayor Sullivan reported the town's metal building on Rose Street will be vacated January 15 by Bryan Foresee. Mayor Sullivan and council to do some homework and set pricing. Goal is to have ready for rent by February 1 or 15.
    2. Aid. Hansen, seconded by Aid. Simons, moved the shop floor be concreted at a cost of approximately $2700. All approved. Motion carried.
    3. Mayor Sullivan asked if anyone knows of someone that would be interested in starting a farmer's market. Discussion followed on pavilion, grants, etc.
    4. The town has an old computer and 2 printers that need to be disposed of. Barnes to find out procedure to do so, through Arkansas Municip::tl League attorney.
    5. Opening up town hall for business association meetings was discussed. Don Cameron (Hoss) may be interested in starting a business owner's association and asked about them meeting in town hall. Mayor Sullivan would be involved and attend all the meetings. Council all agreed it is a great idea.
    6. Aid. Pinkley, seconded by Ald. King, moved the Town obtain a debit card. All approved. Motion carried.
    7. Aid. Pinkley , seconded by Aid. King , moved the Town obtain a Sam' s Club Card. All approved. Motion carried.
    8. Mayor Sullivan repo1ted he and Barnes met with Tina Cole, NWA Economic Development District, to see if there was grant monies available for our needed drainage work. He noted there is plenty of grant monies available for the niceties, but not the necessities. Ms. Cole will try and help to find other avenues for financial help .
    9. Campaign Contribution and Expenditure Reports were due to be filed with the County by December 30.
    10. Statement of Financial Interest to be filed with Barnes by January 31, 2017.
    11. Mayor Sullivan reported he negotiated the price with Olsson Associate for the 'letter of agreement for professional services' for both Rader Road and Woods Lodge Road for the amount of $18,000.
    12. Resolution No. 01-17 , a resolution setting forth meeting rules for 2017, was read in full. Aid. Hansen, seconded by Ald. Simons, moved resolution No. 01-17 be approved. All approved. Motion canied.
    13. Resolution No. 02-17, a resolution adopting the 2017 budget, was read in full. Aid. Pinkley, seconded by Ald. Gregory, moved Resolution No. 02-17, be approved. All approved. Motion carried.
    14. Resolution No. 03-17 , a resolution adopting the general pay scale schedule, was read in full. Ald. Hansen, seconded by Ald. King, moved Resolution No. 03-17 be approved. All approved. Motion carried.
    15. Resolution No. 04-17 , a resolution providing for the posting of ordinances and by-laws, was read in full. Ald. Gregory, seconded by Aid. King, moved Resolution No. 04-17 be approved. All approved. Motion carried.
    16. Resolution No. 05-17, a resolution authorizing the Mayor and Recorder-Treasurer to execute on behalf of the Town an agreement with Olsson Associates for street drainage study, was read in full. Ald. King, seconded by Ald. Simons, moved Resolution 05-17 be approved. All approved. Motion carried. Study is for Woods Lodge and Rader Roads.
    17. Resolution No 06-17, a resolution authorizing the Mayor and Recorder-Treasurer to enter into an agreement with Ken Shaner to provide architectural services for the Avoca Heritage Trail. Ald. Hansen, seconded by Aid. King, moved to approve Resolution 06-17 be approved. All approved. Motion carried.
