Mayor Sullivan declared a quorum was present and called the meeting to order at 6:30 pm

Hoss Cameron asked about the traffic light on Hwy 62. It goes out and he is worried someone is going to be killed. Mayor Sullivan will look into a back-up battery, to help with the power outages. Mr. Cameron would like to have a fireworks display for the town next year and would like some suggestions on where to have it.

Planning/Zoning Reports

Planning

    1. Planning commission - Aid. King

      1. Bike/ped plan - Plan was submitted to NW Arkansas Regional Planning Commission.
      2. Animals - Commission is still working on this issue.
      3. Next meeting is scheduled for June 20th
    2. Zoning and code enforcement - Larry Parrish
      1. Waiting on Chief Martinez from Little Flock concerning Warpspeed and the old Truck Stop.
      2. It was mentioned the town may want to pursue other legal means for zoning and code enforcement, Chief Martinez is hard to get ahold of for these matters. Mayor Sullivan to look into Pea Ridge.

Committee Reports:

Clean-Up - Rec/Tres. Barnes
    1. Spring Clean-up: May 13th- Great Success per Rec/Tres. Barnes
        1. 26 volunteers
        2. 46 tires
        3. 12 tons of garbage collected
    2. Bulk Home Pick-up: Rec/Tres. Barnes reports she hasn't heard back from Waste Management on this issue. Rec/Tres. Barnes will try again to contact Jason Fitzgerald with Waste Management.
Streets - Aid. Gregory
    1. Transportation Alternatives Program (TAP) grant update-Avoca Heritage Trail: Mayor Sullivan informed council the drawing and specs should be here soon per Ken Shaner. At that time they will be sent to the State.
    2. State Aid - Spring 2017 - No update per Mayor Sullivan
    3. Standard Specifications for Street & Drainage Construction -Approximate $6000.00 for Olsson and Associates to write the specifications and standards. Rec/Tres. Barnes to get Samples from Pea Ridge, Garfield & Little Flock for council to review.
    4. Road damage due to flooding: Mayor informed council the work done on the roads due to the April flooding is only a patch and further work needs to be done. Aid. King asked that the council keep in mind this was a rare rain occurrence and impacted the roads more than a normal rain. Mayor Sullivan talked to Cox Cable about the exposed cable/wire on Woods Lodge Road. Cox Cable will be getting back to us on this matter. After meeting with County Judge Moehring, Mayor Sullivan has a cost share with the county to install a culvert down at the Quarry.

    1. a. AR Municipal League- Rec/Tres. Barnes to speak at Conference on June 15th (re: Social Media), Council agreed Rec/Tres. Barnes should be paid for the days she is attending the conference.

    1. Steam Whistle Depot-No update
    2. Monument restoration - Summer 2017 - Mayor Sullivan informed council Tommy O'Dell wants the concrete stained red and green. He doesn't want tile, and is adamant on concrete being stained.
    3. Rubber mulch - on hold -No Update
    4. Playground Equipment - On hold - No Update
    5. Apple Shed Award - Recipients were discussed, no decision was made.

Unfinished Business:

    1. Review of Storm Water study from Engineer - Received bid documents, specifications and standards from Olsson Associates to repair ditch work on Rader Road. A motion was made by Ald. King to put it out for bid, 2nd by Ald. Gregory. All approved, motion carried.
    2. Building inspections - suspension: Attorney Ed McClure is looking into what the towns options are.
    3. Special Election- Sunday sales for beer & spirits: July 11th, Council agreed to move Julys council meeting from Tuesday, July 11th to Wednesday, July 12th due to the special election.
    4. Waste Water System - No updates
    5. Ald. Hansen to sponsor 5-10-15-20-year plan-No updates, Mayor Sullivan would like an Engineering firm to help with this.
    6. Safety Materials-Ordered& received
    7. Update security system- Installed
    8. Rausch Coleman Homes - Signs: Rec/Tres. Barnes to inform Lance Drinkard with Rausch Coleman Homes, the council denied his request to place a sign at the Steam Whistle Depot park. The specifications they sent for the town to approve were not what was promised by Mr. Drinkard at the last meeting. Limiting the number of directional signs was discussed.
    9. Traffic on Rose St due to new Subdivision - Mayor Sullivan met with the Railroad Engineer and Kevin Beaumont with McClelland Engineering who stated the town doesn't need to do anything at this time. Council decided to table this issue for now.
    10. Ordinance 107 - An Ordinance Adopting, By Reference, A Certain Technical Code Entitled: "Avoca Zoning Code": on its 2nd & 3rd reading: Ald. Gregory made a motion to place Ordinance 107 on its 2nd reading by title only. Ald. Pinkley seconded. All approved, motion carried. Rec/Tres. Barnes read Ordinance 107 by title only. Ald. Gregory made a motion to accept Ordinance 107. Ald. King seconded. All approved, motion carried. Ald. Gregory made a motion to place Ordinance 107 on its 3rd and final reading by title only. Ald. King seconded. All approved, motion carried. Rec/Tres. Barnes read Ordinance 107 by title only. Ald. Simon made a motion to accept Ordinance 107. Ald. King seconded. All approved, motion carried.
    11. Resolution 11-17 - Endorsing the Northwest Regional Bicycle and Pedestrian Master Plan: Ald. Gregory made a motion to read Resolution 11-17. Ald. King seconded. All approved, motion carried. Rec/Tres. Barnes read Resolution 11-17. All approved, motion carried.

    New Business:

      1. Contractors burying copper and fiber lines - Mayor Sullivan would like contractors to take out Bonds when working in town easements and would like Attorney Ed McClure to handle this. Council Agreed.
      2. Proposal for Engineering services from McClelland - Kevin Beaumont with McClelland Engineering is willing to do work for the town of Avoca on a case by case/hourly bases. Mayor Sullivan is concerned Olsson Associates doesn' t have a local office. Ald. Gregory wanted to table this issue until we have a project that we will need an Engineering firm. Council agreed.
      3. Medical Marijuana- Council is opposed to a dispensary and a cultivation facilities due to the town not having a police force.
      4. Ald. King asked if the bike races were going to start again. Rec/Tres. Barnes will contact Jason Evans to see if and when the races will start again.
      5. Ald. King mentioned the water faucet behind Town Hall is dripping and needs to be fixed. Mayor Sullivan will have it fixed.
