Mayor Sullivan declared a quorum was present and called the meeting to order at 6:30 pm

Pubic Forum (30 minutes)

Jason Evans: representing Roger's Cycling Festival. The festival would be a 3-day event- July 28, 29 and 30th. The 3-man time trials will start in Rogers at 6:00 pm on Friday, July 28th. Race the Train (Race for the Spike) will be held on Saturday, July 29th and will start at 7:30 am in Rogers. The cyclists will race the train to Avoca and then back to Rogers. On Saturday, there will also be 3-man time trials from 10 am- 5 pm and on Sunday, July 30th they will have a road race from 8 am - 3:30 pm. The Avoca Fire Dept. has been notified. Rec/Tres. Barnes will post the Festival on the Facebook and town website.

Edwin McClure: legal representation for the Town of Avoca. Mr. McClure informed the council he is going to help make the committees and council run more efficiently and to get the town ordinances and resolutions consistent and in order. He is going to help get the council meetings run in a parliamentary fashion. Mr. McClure informed the council he is in the process of having George Duncan evicted from the Rose Street Warehouse.

Avoca Fire & Rescue

  1. Rec/Tres. Barnes read report from Jeremy Metcalf

NEBCO EMS

1. Rec/Tres. Barnes reported NEBCO Board of Director Kara Funk is retiring. After looking at the agreement the Town of Avoca has with NEBCO, it was decided by the council it needs to be updated. Rec/Tres. Barnes to get the agreement to the Town Attorney to update.

    1. Planning commission - Aid. King

      1. Bike/Ped plan-No update due to no June meeting.
      2. Animals - No update due to no June meeting.

      1. Transportation Alternatives Program (TAP) grant update - Avoca Heritage Trail: Ken Shaner submitted request to AHTD for reduced scope of project
      2. State Aid - Mayor Sullivan informed council DECCO was awarded the contract and should start work at the end of August.
      3. Standard Specifications for Street & Drainage Construction - Council members received copies of Pea Ridge, Garfield and Little Flocks specifications for streets and drainage. Mayor Sullivan to call Olsson & Associates to get a quote for them to write up a Standard Specifications for Street & Drainage with Pea Ridge as a model.
      4. Road damage due to flooding - Mayor Sullivan and Rec/Tres. Barnes have started with the FEMA paperwork.
      5. Traffic Light- Mayor Sullivan informed council the battery back-up for the traffic light start at $7000.00. Mayor Sullivan and Rec/Tres. Barnes to look further into this issue.

Committee Reports:

Clean-Up - May 13, 2017
    1. Bulk home pick-up- Rec/Tres. Barnes reported Waste Management response was there will be no curbside bulk pick up at this time.
Streets - Aid. Gregory

    1. AR Municipal League- Spoke at Conference in June (re: Social Media)

4.   Park - Ald. Hansen

    1. Steam Whistle Depot - No Update
    2. Monument restoration - Options were discussed. Council agreed on a $3,500.00 limit. Cameron from Color Surface to come give a bid.
    3. Playground Equipment & Rubber mulch - Nate at RJR had sent a proposal of $17,050.00. A motion was made by Ald. Hansen to purchase the additional equipment for the park. 2nd by Ald. Gregory. All approved. Motion carries.
    4. Apple Shed Award - After much discussion was spent on this issue, both on and off the record, a recipient was picked. A motion was made by Darleen Gregory and seconded by Harry Simons. All approved. Motion carried.
    5. Ald. Hansen informed council Christine Pinkley is looking into getting funding for a water fountain for the park.
    6. Ald. King asked about a bike repair station. Rec/Tres. Barnes to look into prices.

6. Annexations — Aid. Hansen (Absent) & Aid. Simons

    1. No Update. Rec/Tres. Barnes to set up an appt with town attorney.

Unfinished Business:

    1. Advertising for Bids on Rader Road - Deadline for bids is August 1st - Tomlinson Asphaltcame in and picked up a Specification s & Contract packet.
    2. Building inspections - Attorney is looking into this issue.
    3. Waste water system - No update
    4. 5-10-15-20-year plan - Aid. Hansen to sponsor: She will get with attorney on this issue. Ald. Hansen recommends council set aside 10-15 minutes at the next council meeting to discuss this issue.
    5. Rausch Coleman Homes - Directional Signs. Mayor Sullivan has received a couple of complaints. A motion was made by Ald. Pinkley to keep directional signs up for 90 days, after 90 days, remove the signs and not renew their sign pennit. 2nd by Ald. King. Motion approved. Ald. Hansen abstained. Motion carried.
    6. Medical Marijuana - Council sent this issue to Planning.

    New Business:

      1. Contractors burying copper and fiber lines - The attorney is working on this issue.
      2. Road Tonnage on Old Wire Road - Council sent this issue to Planning.
      3. Rose Street Ware House - George Duncan has been served an eviction notice. Mayor Sullivan asked council about turning warehouse into the town street dept. Council agreed to keep renting the building.
      4. Fencing around dumpster needs to be fixed. Mayor Sullivan suggests moving it down toward Orchard Street. Council agreed.
      5. Council agreed to extend Billy Barnes and Roger Gregory's hours to get caught up on parks and streets.

    Announcements:

    1. Aid. King mentioned Picking in the Park on Saturday nights in the town park has been a great success.
