  6. Trunk or Treat-A date has been set for October 28th Flyers have been made and are posted around town per Rec/Tres. Barnes

  10. Rose Street Warehouse
    1. Rental; The lease and a credit check service has been updated per Rec/Tres. Barnes. A newspaper ad has been placed and will run for one week. Mayor Sullivan will look i1i!-to getting three-phase electric power placed in the rental warehouse to enhance the building.

Committee Reports:

1. Planning commission - Aid. King
  1. Bike/ped plan- No updates per Ald. King. Ald. King will look into getting the bike/ped trail to connect onto the Rogers City trails. He will contact Bob Bracey, Chairman, Benton County Planning Commission.
  2. Animals - No updates per Ald. King
  3. Master Street Plan - Ald. King informed council, the planning commission members have started working on a future master street plan.
  4. Special Meeting- Aid. King informed the council there was a meeting held on October 9, 2017 concerning Marheineke pool recommendations. The Planning Members recommended the pool needs to be drained. A motion was made by Ald. King; on behalf of the planning commission, has deemed the pool unsightly and unsanitary and bringing it to the town council for appropriate action which is to have the pool drained. Seconded by Aid. Pinkley. A discussion was held. Roll call was called by Rec/Tres. Barnes; Ald. Gregory - yes, Ald. Simons - yes, Ald. Hansen - yes, Ald. Pinkley - yes, Aid. King - yes. Motion carried.
2. Zoning and code Enforcement - Larry Parrish

3. Streets- Aid. Gregory
    1. Transportation Alternatives Program (TAP) grant update - Avoca Heritage Trail - Mayor Sullivan informed council the town has received approval to proceed with the trail. Mr. Shaner is working on the bid specifications, to be put in the newspaper.
    2. State Aid - Spring 2017 - Ald. Gregory reported the paving and stripping have been completed.
    3. Road damage due to flooding: FEMA meeting. Allison Wolf from ER Assist, informed the council on the FEMA update.
4. Park-Aid. Hansen
    1. Steam Whistle Depot - Ald. Hansen and Mayor Sullivan are working on a grant to help with the pavilion. Mayor Sullivan will contact Mr. Shaner to get a bid package together for publication.
    2. Rubber Mulch & Playground Equipment - Installed per Ald. Hansen
5. Personnel-Aid. Pinkley
    1. Planning Commission Training; Jay King & Jim Mills attended a planning commission training class on September 27th
6. Annexations /Town Future - Aid. Hansen & Aid Simons
    1. 5-10-15 -20-year plan

      * Public Forum; Ald. Hansen updated council on the meeting that was held on Wednesda October 4th. Ald. Hansen and Rec/Tres. Barnes will get a survey printed and mailed to the town residences.

Old Business

I .  Waste water system -   No Update

  1. Monument - Mayor Sullivan updated council on the staining of the concrete around the monument. He spoke with Tommy O'Dell, who agreed it would be a bad decision to stain the concrete and will leave it as is. Mayor Sullivan had the flag holder remade to an arch.
  2. Ordinance# 108: An Ordinance authorizing the Mayor to make certain purchases and necessary contracts. A motion was made by Ald. Hansen to place Ordinance # 108 on its 2nd reading by title only. Seconded by Aid. King. Roll call was called by Rec/Tres. Barnes; Aid. Simons - yes, Aid. Hansen - yes, Aid. Pinkley - yes, Aid. King - yes, Aid. Gregory- yes. Ordinance# 108 was read by town attorney McClure by title only. A motion was made by Ald. Hansen to accept Ordinance # 108 on its 2nd reading by title only. Seconded by Ald. Simons. Roll call was called by Rec( fr es. Barnes; Ald. Hansen - yes, Aid. Pinkley - yes, Ald. King - yes, Ald. Gregory - yes, Aid. Simons - yes. Motion carried.
  3. Ordinance # 109: An Ordinance creating Appendix A to the Town of Avoca's ordinances and the repeal of all ordinances in conflict herewith. Ordinance # 109 was read by town attorney McClure by title only. A motion was made by Aid. Hansen to accept Ordinance # 109 on its 2nd reading by title only. Seconded by Ald. King. Roll call was called by Rec/Tres. Barnes; Ald. Hansen - yes, Aid. Pinkley - yes, Ald. King - yes, Aid. Gregory - yes, Ald. Simons - yes. Motion carried.
  4. International Building & Additional Codes: Mayor Sullivan informed council the books the town have purchased are:

    International Fire Code: 2015

    International Residential Code: 2015 National Electr ic Code: 2014

    AR Mechanical: 2010

    AR Plumbing Code: 2006

    AR Fuel Gas Code: 2006

    Mayor Sullivan informed council the town doesn' t need the Plumbing or Gas books due to BCWD #1 does their own inspections. Town attorney McClure will look into electronic versions of these books. Rec/Tres. Barnes will ask Pea Ridge and Centerton what books anl codes they use per council's request.

New Business

  1. Engineer - Mayor Sullivan would like the council to consider another engineering firm. He would like a second opinion concerning the ditch lines and culverts. A discussion was held both on ,id off the record/recorder. Recff res. will ask Olsson and Associates to come meet with the mayor concerning a second opinion. Town attorney McClure recommends having an associate from Olsson and Associates here at the next meeting to address the towns concerns.
  2. Resolution 12-17; Authorizing the Rate of Property Tax to be Collected in 2018. A motion was made by Ald. Hansen to approve Resolution 12-17. Seconded by Ald. King. Town attorney McClure read Resolution 12-17 in full. Roll call was called by Recffres. Barnes; Ald. Pinkley - yes, Ald. King - yes, Ald. Gregory - yes, Ald. Simons - yes, Ald. Hansen - yes: Motion carried.
