Apple Shed Award was awarded to Dave Olson

Mayor O'Dell presented the Apple Shed award to Sally Olson on behalf of her late husband David Olson. Mayor O'Dell, Zoning Official Larry Parrish and Sally Olson said a few words of gratitude to a great man who loved the town of Avoca.

  6. Audit for 2016 & 2017 - Report findings were read to council. Mayor O'Dell commented on final findings. A motion was made to receive the audit by Aid. Hansen and seconded by King. Discussion; none. All approved. Motion passed.
  7. Budget- Rec/Tres. Barnes asked council and committee members to g,et with her concerning finances needed for the 2019 year.

    1. Updating the Zoning Code Book is still in progress per Aid. King.

    1. Road damage due to flooding
      1. A motion was made by Aid. Hansen and seconded by Ald. King to accept NEC Inc.'s bid to do the work on Woods Lodge and Rader Road. Discussion was held concerning doing the work in two or three inches. Aid. Hansen amended her motion to include having NEC Inc. fix the ditches on Woods Lodge and Rader Road in 3 inches. Aid. Simons seconded. Discussion: none. All approved. Motion passed.
      2. FEMA Update -Rec/Tres. Barnes will contact ER*Assist to find out what the next step is.
  5. Park - Aid. Hansen
    1. Steam Whistle Depot
      1. Grant - No update
      2. Pavilion - Aid. Hansen praised and thanked Rick Austin and Mayor O'Dell on the work they have done on the new pavilion. Mayor O'Dell asked the town council to consider finishing the new pavilion with either metal to match the town sign or wood to match the other two pavilions in town. A motion was made by Ald. Hansen and seconded by Aid. Whitehorn to finish the Steam Whistle Depot Pavilion in wood to match the other two pavilions in town . Discuss ion: was held concerning the price difference. All approved. Motion passed.
    2. Craft Fair -Ald. Hansen asked council if the town should look for venders to sell their items at the new pavilion during the October 2018 craft fairs. Council has decided to table this iss ue at this time.
  6. Personnel - Aid. Pinkley
    1. none
  7. Future of Avoca - Aid. Hansen & Aid. Simons
    1. Aid. Hansen is look ing into having a Harps built inside town limits.

Old Business

  1. Transportation Alternatives Program (TAP) - Avoca Heritage Trail - Aid. Pinkley
    1. none
  2. Impact Fees - sponsored by Aid. Hansen;
    1. Rec/Tres. Barnes and Aid. Hansen to meet to create a capital plan.
  3. Agreement with Avoca Extension Homemakers Club; Mayor O'Dell states he is working with Jackie Buttrum who gave the town some paper work she had concerning this piece of property. Ms. Newman stated the Avoca Extension Homemakers Club will give the Town of Avoca this section of property if the town will pay to have it surveyed and the town attorney to write up the paper work. A motion was made from Ald. Whitehorn and seconded by Ald. Pinkley to have the property surveyed and to have town attorney McClure write up the paperwork. Discussion: none. All approved. Motion passed. Mayor O'Dell and Rec/Tres. Barnes will contact a surveyor.
  4. 4. Gun Control in town limits; Aid. Simons looked into this matter and reported back to the council on his findings. He rep orts t here are a couple residents on Sheppard Road doing target practice. Aid. Simons talk ed to the residents who are doing the target practice and sees no safety iss ues at this time and the people he talked with were using the utmost safety while target practicing.

New Business

  1. Resolution 6-18; 2019 Tax Levy; Town Attorney McClure read Resolution No. 06-18 its entirety. A motion was made by Aid. King and seconded by Aid. Pinkley to accept Resolution No. 06 -18 on its first and final reading.

    Discussion; none. Roll call; Aid. King: yes, Aid. Simons: yes, Aid. Whitehorn: yes, Aid. Hansen: yes and Aid. Pinkley: yes. All approved. Motion carried.

  2. Employee Health Insurance - Sponsored by Kathy Hansen
    1. none
    2. Aid. Hansen recommends getting health insurance for the office administrator Rec/Tres. Barnes. Rec/Tres. Barnes will call the municipal League and neighboring towns to see about cost and if the town of Avoca can 'piggy-back" off their town. Rec/Tres. Barnes will get figures to council members before the next council meeting.

Mayor for the Good of the Town

  1. Mayor O'Dell informed council he is still looking into lost sales tax the town is due, and will keep the council informed as he gets more information.
