Chairman King declared a quorum and the public hearing was called to order at 6:00pm.

The minutes of January 17, 2017 were reviewed by commission members prior to the meeting.

Old Business

  1. Avoca Bike and Pedestrian Plan was discussed. Concerns were voiced by Rachel Etoll regarding access and egress of her driveway during bicycle races. Mayor Sullivan said he would bring those concerns to the attention of race coordinators. No other concerns were expressed by public. Questions regarding current status of grant monies secured for pathway were addressed. Mayor Sullivan reported waiting on architect for final plans and State of Arkansas historical team to survey planned site.
  2. Master Street Plan was discussed. Chairman King explained Street Plan is a thought out designation of major and minor arteries in Avoca. Mayor Sullivan voiced the necessity of revising the Plan in the near future to accommodate new development north of Avoca's access to Highway 62. No concerns were expressed by public.
  3. Changes to language in zoning code in reference to mobile homes were addressed. Rachel Etoll expressed concerns regarding properties near her. Mayor Sullivan stated that any written complaint received by the town would be addressed with the property owners. Diane Bowen asked who would be responsible for inspecting mobile homes to ensure their compliance with safety codes as required in the zoning code. Bowen addressed concerns over changing zoning code for mobile homes without making other discussed changes, including changes to animal and livestock zoning terminology. Chairman King explained only being able to discuss the issue of zoning in reference to mobile homes at this time as that is what was stated in public notice.

Motion was made by Pinkley to adjourn meeting. Seconded by Brewer. All approved. Motion carried. Meeting was adjourned at 6:35.
