Chairman King declared a quorum and the meeting was called to order at 6:35pm.

The minutes of March 21, 2017 were read aloud. Motion made to approve the minutes as read was made by Mills, seconded by Brewer. All approved. Motion carried.

Old Business

  1. Chairman King asked to move the conditional use permit for Diego Trejo: Used Auto Sales to beginning of meeting. Concerns from neighboring businesses were shared as well as concerns of Planning Commission members in regards to parking availability. Motion was made by Pinkley to deny the conditional use permit for Diego Trejo Used Auto Sales at 487 Highway 62 based on limited parking and other business' concerns. Motion was seconded by Mills. Lopez recused himself from voting. All approved. Motion carried.
  2. Motion to accept the Avoca Bike and Pedestrian Plan as written was made Pinkley, seconded by Brewer. All approved. Motion carried.
  3. Motion was made by Brewer to adopt the Master Street Plan as presented. Motion was seconded by Mills. All approved. Motion carried.
  4. A motion was made by Mills to make changes in zoning code in regards to mobile homes as presented a public hearing. Motion was seconded by Brewer. All approved. Motion carried.
  5. Standard Specs for Street Drainage construction- council is considering a proposal from Olsson Associates. Public comments included asking that minutes from Planning Meetings be posted on the Town's website. Mayor Sullivan said he would talk with webmaster to accommodate that request.
  6. Mayor Sullivan brought Planning Commission new information in regard to livestock and fowl ordinance. Johnny Gunsaulis from the Benton County Extension Service offered advice to consider including using a poundage limit for animals per acre, requiring a buffer zone for run-off, addressing disposal of dead animals and including a right to inspect in any ordinance the town adopts. After discussion, a motion was made by Brewer to reevaluate the Livestock and Fowl ordinance approved at March 21, 2017 Planning Commission meeting. Motion was seconded by Mills. All approved. Motion carried.
  7. May Planning Commission meeting will be May 16, 2017 at 6:30.

Motion was made by Pinkley to adjourn meeting. Seconded by Brewer. All approved. Motion carried. Meeting was adjourned at 7:43.
