A quorum was declared and the meeting was called to order at 6:26 pm.

The minutes of April 18 , 2017 Pub lic Hearing were read. Jim Mills, seconded by Alvin Brewer, moved the minutes be accepted as read. All approved. Motion carried.

Old Business

  1. Bike and Pedestrian Plan public meeting was held on April 18, 2017 at 6:00.
  2. Master Street Plan Public Hearing was held at 6:00 on April 18, 2017. Mayor Sullivan asked the Planning Commission members to look over the Plan before the next meeting. The issue of crossing the railroad tracks to allow access to Highway 62 for new homes being built in Deer Haven subdivision. Alvin Brewer stated the intersection at Smith Ridge Road and Pearl Street isn't wide enough, currently, to allow 2 vehicles to meet and one to make a right hand turn onto Smith Ridge Road. Mayor Sullivan expressed concerns regarding more use and maintenance of Avoca streets as homes are occupied. He expressed the need to look at Master Street Plan to plan for other routes to access Highway 62. Mayor Sullivan has scheduled a meeting with the railroad's engineer to discuss crossing tracks with road.
  3. Public Hearing was held at 6:00 on April 18, 2017 for changes in language to zoning code in reference to mobile homes.
  4. The Standard Specs for Street and Drainage Construction is on hold for the City Council to discuss and make decisions regarding engineering report from Olsson Associates. Mayor Sullivan discussed the recent damage from the flood. Mayor has scheduled a meeting with County Judge on May 31. An estimated cost of damage was submitted to FEMA in the amount of $100,000.
  5. No action was taken on zoning code in regards to number of animals on property. Zoning Official, Larry Parrish, expressed concerns over difficulty in enforcing a code based on number of animals and stated a poundage code would be easier to enforce. Planning commission members expressed applying ordinance currently in place regarding unsightly and unsanitary property to problematic animal issues. Chairman King read a letter addressed to Planning Commission from Levi Mulherrin regarding his breeding and raising chickens on his property.
  6. Mayor Sullivan expressed his concerns over storm water drainage needs increasing as roads are paved.
  7. A motion was made by Jim Mills, seconded by Christine Pinkley, to approve Resolution 10- 17, endorsing the NWA Regional Bicycle and Pedest rian Master Plan. The motion carried.
  8. The next meeting of the Planning Commission is scheduled for June 20, 2017 at 6:30 pm.

New Business

  1. The property at 649 Russell Road was discussed. The Planning Commission expressed willingness to entertain a parcel split for the property, should the property owner(Charles Lett eer) wish to come before the Commission.

Committee Reports:

  1. Larry Parrish, Avoca Zoning Official, shared having talked with the owners of the Highway 62 Truck Stop. The owners have indicated to him their intentions of cleaning up the property promptly.
