A quorum was declared and the meeting was called to order at 6:30 pm.

Motion made by C. Pinkley to accept the minutes from Public Hearing dated May 16, 2017. Seconded by J. Mills. All approved. Motion carried.

Motion made by A. Brewer to accept the minutes from Planning Commission Meeting dated May 16, 2017. Seconded by J. Mills. All app roved. Motion carried.

Old Business

  1. Bike and Pedestrian Plan submitted changes to NWARPC. Rogers Cycling Festival will take place on July 28, 29, 30. Concerns regarding inconvenience to citizens and businesses on route were discussed. Representative of Rogers Cycl in g Festival has been made aware and will address issues with cyclists participating.
  2. Possible changes to Master Street Plan to accommodat e additional traffic from Deer Haven Subdivision were discussed. Options discussed to allow greater access to Highway 62E include extending Smith Ridge Road through Bill's Lane, impro ving and extending Elm str eet (each of these would require a railroad crossing). Option of widening and improving Avoca Hollow Drive to divert traffic to Woods Lodge was discussed. Conc ern s over merging traffic at Woods Lodge Lane and Pearl Avenue were discussed. No action taken.
  3. Standard Specifications for St reet and Drainage construction are with Olsson Engin eering. Cit y Council is waiti ng on revised proposal.

New Business

  1. Ed McClure is the new attorney representing Avoca.
  2. No action was taken on medical mar ijuana gro wing facilit ies or dispensary.
  3. No act ion was taken on increasing the road tonnage on Old Wire Road and Lester Lane.
  4. Cesar Lopez has been dismissed from Plann ing Com mission due to his conviction of a felony. A letter was sent to remove him, leaving a vacancy needing to be fil led.

Committee Reports:

  1. Larry Parrish, Zoning Official, reported on the property in the 800 block of Old Wire Road after a complaint was made in regards to the animals on propert y. Larry reported having checked on property and horse is not there regularly. He has not contacted homeowner. Larry voiced concerns over enforcing zoning codes, stating it's difficult to talk to residents about violations if no follow-up act ion is taken.
  2. Motion was made to adjourn at 7:45 by J. M ill s; seconded by A. Brewer. All approved, motion carried .
